The reason people build a pergola is the open feel, so screening all four sides usually defeats the point. Two or three sides is the common answer: screen the exposed western side and whichever side faces the neighbours, leave the rest open. Retracted, the structure reads exactly as it did.
Open structures also catch more wind than a wall-mounted patio, which makes the retract-in-storms rule matter more here. Spans on pergolas are frequently wide enough to raise the multi-bay question, and the mesh decides how much of the openness survives. Attached covers are handled as standard patio work.
